In the draft constitution of Kazakhstan, the wording regarding the Russian language has been changed. This is reported by the media, citing the Deputy Chairman of the Constitutional Court of the Republic, Bakyt Nurmukhanov.
Thus, Article Nine stated that in state organizations and local self-government bodies, the Russian language is officially used alongside the Kazakh language. It is reported that now instead of the word 'alongside', it will be indicated - 'in addition to'.
Nurmakhanov explained that editorial and stylistic changes were made to ensure terminological and semantic consistency.
However, in reality, the status of the Russian language will be downgraded: legally, the replacement of the wording 'alongside' with 'in addition to' translates the Russian language from the status of equal to that of permissible, leaving its use at the discretion of the legislator, rather than under constitutional guarantee. Thus, the status of the Russian language in Kazakhstan can be changed at any moment.
