This is stated in the conclusion of former UK Supreme Court judge Anthony Hughes, who led the investigation into the death of Dawn Sturgess. Lord Hughes stated that the assassination attempt on former Russian agent Sergei Skripal in Salisbury in March 2018 "must have been sanctioned at the highest level."
The British government imposed sanctions against the Russian military intelligence agency GRU and summoned the Russian ambassador on Thursday following the release of the investigation's findings.
The incident refers to the attack in Salisbury on Sergei Skripal, a former GRU officer who was imprisoned in Russia in 2006 for espionage on behalf of the UK. He was released as part of a spy swap in 2010, after which he settled in the UK.
Sergei and his daughter Yulia Skripal fell seriously ill in March 2018 after being exposed to the nerve agent "Novichok." The door handle of the former spy's home was sprayed with the substance.
Police officer Nick Bailey also fell ill. All three survived.
Three months later, Dawn Sturgess and her partner lost consciousness after finding a discarded perfume bottle containing "Novichok." Sturgess sprayed the contents of the bottle on her wrist and died a few days later. Her partner survived.
Moscow denies any involvement in the poisonings. In 2018, Putin called Sergei Skripal "just a traitor" who posed no interest to the Kremlin.
