The National Anti-Corruption Bureau of Ukraine (NABU) conducted a search in Kyiv on the morning of Monday, November 10, at the long-time associate of the country's president Volodymyr Zelensky, businessman and co-owner of the "Kvartal 95" studio Timur Mindich, as reported by the publication "Ukrainian Truth" citing sources in law enforcement agencies. According to journalists, Mindich left the country a few hours before the search began.
NABU confirmed the operation but did not name names
NABU confirmed the conduct of a joint "large-scale operation to expose corruption in the energy sector" with the Specialized Anti-Corruption Prosecutor's Office (SAP) of Ukraine, but did not specify whose premises were searched. "15 months of work and 1000 hours of audio recordings. The activities of a high-level criminal organization have been documented," the agency stated on its Telegram channel.
"The main direction of the criminal organization's activities was the systematic receipt of illegal benefits from the contractors of "Energoatom" in the amount of 10% to 15% of the contract value. In particular, contractors of "Energoatom" were imposed conditions for paying kickbacks to avoid blocking payments for the services provided/supplied products or losing their supplier status," NABU wrote. According to its data, "the management of a strategic enterprise with an annual income of over 200 billion hryvnias" was carried out not by official officials, but by people without "formal authority" who took on the role of "watchers."
The description of the video on NABU's YouTube channel states that the criminal organization included "current and former officials in the energy sector, a businessman known in the media, and other individuals."
Searches at the Minister of Justice of Ukraine Herman Halushchenko
On the same day, MP Yaroslav Zheleznyak reported on searches at the Minister of Justice and former Minister of Energy of Ukraine Herman Halushchenko, as well as at "Energoatom." "Ukrainian Truth" wrote that this information was confirmed to them by "two independent sources."
"Ukrainian Truth" requested official comments from NABU and SAP. The latter refused to comment on the investigative actions, journalists report.
