The decision to cancel the summit was made after a tense phone conversation between senior diplomats from the U.S. and Russia.
The cancellation was caused by Moscow sending Washington a memorandum with strict conditions that the U.S. was not prepared to accept.
At the end of October, Trump announced a planned meeting with Putin in Budapest. He did not specify a date but noted that it would take place soon.
However, on October 21, it became known that the summit in Budapest was canceled.
Preparations for the meeting were halted after unsuccessful negotiations between U.S. Secretary of State Marco Rubio and Russian Foreign Minister Sergey Lavrov.
Trump explained that he did not want a meaningless meeting and later imposed new sanctions on Russia's oil sector.
