As they 'walk around Paris' - the Duma demands to limit access of 'foreign agents' to pensions

According to the speaker of the State Duma Volodin, pension payments to individuals declared 'foreign agents' should be credited to special accounts, access to which will only be granted upon their return to Russia.

Declared 'foreign agents' in Russia should be deprived of free access to the pensions paid to them, believes the speaker of the State Duma of the Russian Federation Vyacheslav Volodin. On Wednesday, October 29, he proposed to transfer these payments to special accounts and to require 'foreign agents' to return to Russia to receive them and face punishment, as he believes they have 'betrayed their country' and 'harm the state'.

'What do we have here: a person who has betrayed the country, destroying it, walks around Paris, in other European cities, while receiving a pension from Russia,' he stated at a plenary session of the State Duma.

Volodin considers the activities of 'foreign agents' to be destructive

In his opinion, the activities of opponents of the Russian state are 'destructive' for it, therefore the authorities 'must do everything' to prevent 'the destruction of statehood from within'.

In December 2024, the Duma passed a law on the allocation of income of 'foreign agents' to special ruble accounts. These funds can only be accessed after the status of 'foreign agent' is revoked. In March 2025, the law came into force. After that, it became known that the accounts of 'foreign agents' were blocked by the donation service Boosty.

In September 2025, the State Duma simplified the initiation of criminal cases against 'foreign agents', allowing criminal cases to be initiated against individuals listed in the corresponding registry after the first fine 'for non-compliance with the order of activity'.
