Prime Minister Evika Siliņa is expecting a clear action plan from Minister for Smart Governance and Regional Development Raimonds Čudars within three weeks to change the management of state digital projects, the Prime Minister announced today on Twitter.
Siliņa writes that the findings of the investigators from the European Prosecutor's Office regarding possible violations in the IT systems for elections highlight a serious problem - they cast doubt on the ability of public administration to manage digital projects.
Siliņa notes that Čudars has already instructed an audit of the systems and procurements managed by the State Agency for Digital Development (SADR). Additionally, today’s crisis management meeting is expected to consider a decision to transfer the development of the electoral system for the Saeima to companies that are partially or fully state-owned - "Latvijas mobilais telefons" (LMT), "Tet", and "Latvijas valsts meži" (LVM).
"However, this is not enough. A radical change in the management of state digital projects is necessary to make this area transparent, reliable, and competitive," emphasizes the Prime Minister.
She points out that Čudars's task is not only to eliminate risks but also to restore public trust in state IT projects. This means specific further steps, clear deadlines, and close cooperation with colleagues in the government, writes Siliņa.
As reported, the Ministry of Smart Governance and Regional Development terminated the contract with the developer of the electoral platform "RIX Technologies" and proposed transferring the development of the electoral system to LMT, "Tet", and LVM.
