On Thursday, the Saeima will convene for the first meeting of the spring session.

At this meeting, the parliament will consider in the final reading the draft of a new law on the protection of individuals acting in the public interest, as well as related amendments to the civil procedure law aimed at strengthening the protection of journalists, researchers, activists, and other defenders of public interests from unfair legal proceedings, according to the parliament's agenda.

In addition, in the third reading, the Saeima will consider changes aimed at a fairer distribution of compensation to victims.

In the second reading, the deputies will discuss amendments to the law on operational activities. These amendments aim to clarify the procedure for the transfer and use of information obtained during operational activities in other processes, with the goal of expanding the capabilities for solving crimes.

In the second reading, the Saeima will also consider amendments to the law on the implementation of the "Rail Baltica" project, which are intended to establish a clearer distribution of responsibilities among ministries and a model of inter-agency cooperation for the successful implementation of the project.

Furthermore, deputies will conceptually discuss amendments aimed at enhancing the role of libraries in modern society.

Parliamentarians will also decide on the referral of several new bills to committees, including amendments to the law on protected zones. These amendments provide for the establishment of special protected zones near infrastructure on the external land border to prevent threats, protect the border guard system, and ensure its safe and sustainable development.

The agenda for the Saeima meeting on April 16 includes 33 questions.

A number of changes have been made to the agenda approved by the presidium of the Saeima. In particular, the deputies will have to decide on the inclusion of amendments to the law on higher education institutions, which provide for the introduction of an institutional funding model in all state universities and colleges, as well as related bills.
