A fund is proposed for the management of the concert hall "Gors," which will consist of both state and municipal legal entities, said the State Secretary of the Ministry of Culture, Dace Vilson, at a meeting of the Latgale subcommittee of the parliamentary commission on human rights and public affairs on Wednesday.
The fund will be formed by the Ministry of Culture, the Ministry of Smart Governance and Regional Development (MUSGRD), the Rezekne municipality, LLC "Austrumlatvijas koncertzāle," and the concert organization GOOO "Latvijas koncertti," which has been delegated state functions to ensure cultural accessibility. Each party must contribute its own funds to the fund.
The Chairman of the Executive Council of the Latgale Congress, Agris Bitans, suggested considering the participation of a non-governmental organization, such as the Latgale Cultural Society, in the fund. Vilson said that such a proposal could be considered, but it should be taken into account that each party must make its contribution.
The fund will perform the tasks of state cultural policy and the tasks of the Rezekne municipality. The supervisory board of the fund, consisting of representatives from the five founders, will carry out supervisory and advisory functions. The law also plans to stipulate that the property of the fund must be used only for its activities, as well as for the implementation of its functions and tasks.
The financial resources of the fund will include a grant from the state budget, a grant from the municipal budget, income from economic activities, as well as gifts and donations.
According to Vilson, in this case, all ownership rights will be transferred to the fund, and "Gors" will not belong to either the municipality or the state.
The Ministry of Culture plans to submit this proposal to the government next week.
"This is something completely new for us," said the acting mayor of Rezekne, Vice Mayor Janis Tutins.
