On Tuesday, the government will make a decision on the amendments prepared by the Ministry of Transport, which provide for a faster and more efficient procedure for approving permits for oversized and heavy cargo transportation, according to information on the Regulatory Acts Portal, LETA reports.
The amendments also provide for the acceleration of military transportation processes, which will simultaneously reduce the overall level of bureaucracy.
Currently, the rules for oversized and heavy cargo transportation regulate the issuance of permits for vehicles whose dimensions or weight exceed the limits established by regulations. Permits are issued by the State Joint Stock Company "Latvian State Roads" (Latvijas valsts ceļi / LVC) after coordination with road and street owners, as well as other involved parties, such as railway infrastructure administrators.
Until now, military transportation organized by the National Armed Forces (NAF) has been subject to the same procedures, despite its specifics, the need for urgency, and possible limited access to information. As noted by the ministry, the route approval process is often delayed because responses from road owners are received late or not provided at all.
The amendments proposed by the Ministry of Transport suggest transferring the procedure for escorting transportation and military equipment organized by the NAF to the competence of the Minister of Defense, thereby speeding up support for military operations.
At the same time, it is stipulated that if the contact person of the road owner or their authorized representative does not provide a response or objections within eight hours after the request is sent during working hours, the approval is considered granted "by default."
According to the ministry, this approach can be viewed as a reduction of bureaucracy and simplification of processes.
The rules also clarify the requirements related to crossing railway crossings and the cancellation of permits at the request of the carrier. At the same time, it is planned to implement a norm to prevent possible violations related to exceeding weight and axle load.
