The share of young people in Latvia who are not working, studying, or acquiring a profession — the so-called NEET group (Not in Education, Employment, or Training) — continues to grow, according to data from the Central Statistical Bureau.

In 2025, the share of young people in the NEET group reached 11%, which is 0.3 percentage points higher than the previous year.

Data shows that after a prolonged decline in recent years, there is again an increase. The lowest share of NEET young people in Latvia was recorded in 2023 — 10%, however, over the past two years, the figure has been gradually increasing.

Statistics indicate that with age, the number of young men in the NEET group decreases, while the number of women increases. In the age group of 15 to 24 years, 9.5% of men and 8.8% of women belonged to the NEET category. However, in the age group of 25 to 29 years, the situation changes, and women are more likely to fall into the NEET group. In this age category, 17.1% of women and 13.8% of men had NEET status.

The national development plan aims to reduce the share of young people aged 15 to 24 who are not engaged in education or the labor market to 6% by 2027. In 2025, this figure was 9.1%, meaning it needs to be reduced by another 3.1 percentage points by 2027.
