Debt does not always arise from a loan or a large purchase. Sometimes it is enough to miss one notification, not check an email address, or forget about a small payment — and the amount can quietly go into collection, writes Otkrito.lv.

Taxes: What Is Visible in VID

The first place to periodically check information is the Electronic Declaration System of the State Revenue Service (VID EDS). It may display tax obligations, overpayments, underpayments, and messages from VID.

Separately, VID maintains a public database of tax debtors. It contains information about taxpayers whose total tax debt exceeds 150 euros. The user is shown information about the presence or absence of debt for the taxes administered by VID on the specified date or the nearest available date.

It is important to remember one more nuance: if a person has a tax overpayment, VID may first direct it to cover overdue tax payments and related amounts. Therefore, the expected tax refund may be less than anticipated or may not arrive in full if there is an outstanding debt.

Fines: Not All Notifications Are Noticed Immediately

Another source of unexpected debt is administrative fines. The service "My Administrative Offenses and Monetary Fines" is available on Latvija.gov.lv — it allows authorized users to check information about their administrative processes and fines.

For traffic fines, there is a separate nuance: Latvija.gov.lv indicates that CSDD fines cannot be paid through this portal — for that, one needs to connect to the CSDD electronic services system.

Property Tax: Keep an Eye on Electronic Notifications

Property owners should pay special attention to property tax. Information about assessments and payments can be obtained electronically, including through eRiga, epakalpojumi.lv, or Latvija.gov.lv in the online property tax payment service.

This point is especially important for those who rarely check their mailbox, do not live at the property address, or are used to receiving all bills by mail. Property tax is not a utility bill, and it can be easily missed if one does not monitor electronic notifications.

VSAA: Overpayment of Benefits Can Also Become Debt

Debt can arise not only to VID or local government. Sometimes the state recalculates already paid amounts later — for example, benefits or other payments from the State Social Insurance Agency (VSAA).

If an overpayment has occurred, VSAA has the right to recover overpaid social insurance services, state social benefits, and pensions for length of service. If it is impossible to return the amount within the specified time, one should contact VSAA and arrange a repayment schedule.

In practice, this means: if income, employment status, family situation, residence, or other circumstances affecting the benefit have changed, it is better not to wait for the institution to recalculate everything on its own, but to check one’s data in advance.

Official e-adrese: Important Letters May Arrive There

Many residents are already accustomed to email and online banking, but official correspondence with government institutions may go through e-adrese — the official electronic address system. VID describes e-adrese as a free tool for official electronic communication with institutions, through which official information and documents are sent.

This is important because an official message does not necessarily have to arrive in a regular Gmail inbox or via SMS. If a person has activated e-adrese, it should be checked regularly or notifications should be set up to a personal email.

If the Matter Is Already with a Bailiff

The most unpleasant stage is when the debt has already been transferred for collection. On Latvija.gov.lv, there is a category "Debt Collection," where one can obtain information from the Register of Enforcement Cases about a person's debt obligations that have been transferred for collection to a bailiff.

It is also important where a person actually receives official notifications. The explanation on LV portāls states that a notice of enforced collection is sent to the declared address, and if the debtor has registered an official e-adrese, the bailiff first sends information there.
