The area near the memorial in Dubrovin Park will remain closed due to the February incident. Authorities are preparing for May 9 with enhanced control measures.

The 'Eternal Flame' in Daugavpils will still be fenced off on May 9, the State Police reported. The restrictions are related to an incident that occurred here in February and the ongoing investigation.

The memorial to the Soviet Army in Dubrovin Park traditionally becomes a place where people come with flowers on May 9. Previously, larger events were held here, but since the start of Russia's war against Ukraine, the format has changed.

This year, the police will operate in an enhanced mode. Additional forces will be involved in maintaining order, and coordination will be established with the State Security Service and the Daugavpils municipal police.

The police emphasize that individual laying of flowers at burial sites is not prohibited. However, actions that may be interpreted as glorifying Soviet objects or military aggression will not be allowed.

"The goal is to prevent threats to public order and any glorification of aggression," the police noted.

Temporary traffic restrictions will be introduced in the area of Dubrovin Park: they will be in effect from 5:00 PM on May 8 until 9:00 AM on May 10. The site itself will remain fenced off, but access to the burial sites will be ensured.

Residents are asked to follow police instructions and report any potential provocations—both in advance and directly on May 9.

The Daugavpils municipality confirms that no applications for public events or rallies have been submitted for that day.

The context remains the February incident: during the maintenance of the 'Eternal Flame,' an explosion occurred, resulting in injuries to a person. Preliminary information suggests that a gas leak may have been the cause.

As a result, May 9 in Daugavpils will take place under enhanced control, with restrictions but without planned mass events.
