The extension of the 7th tram line will be completed later than planned

The municipal company "Rīgas satiksme" will redistribute 1.374 million euros for the construction of the extension of the 7th tram line, bringing the total funding to 29.449 million euros, the government decided on Tuesday, LETA reports.

At the same time, the rules for the construction of eight mobility points in Riga and the suburbs, which also include works for the extension of the tram line, have extended the project implementation period by two months — from May 31, 2026, to July 31, 2026.

The Ministry of Transport explained that the funding for the tram line works will be redistributed from the project for the procurement of electric buses and the development of the charging network in Riga, where savings of 1.37 million euros were achieved.

Thus, the total funding for the construction of eight mobility points in Riga and the suburbs will amount to 60.744 million euros. Of this, 29.449 million euros is allocated for the extension of the 7th tram line, 27.643 million euros for the Riga City Council for the construction of six mobility points in Riga, 1.186 million euros for the Adazi municipality for the construction of the mobility point "Carnikava," and 2.466 million euros for the Saulkrasti municipality for the construction of the mobility point "Saulkrasti."

The ministry reported that the works are being carried out according to the original schedule; however, minor risks related to delays in project implementation have been identified. Several mobility point projects in Riga and the tram line reconstruction project are interconnected with technical solutions from other projects, such as engineering communications.

During the implementation of the projects, the volume of designed and reconstructed engineering communications has significantly increased compared to what was identified during the preliminary study, leading to delays in the execution of works. Additionally, some planned works are being carried out on the properties of the state-owned company "Latvijas dzelzceļš" (LDz), so the implementation of the mobility points must be coordinated with the works of LDz.

Project executors are also dependent on the timelines of other related projects, such as the reconstruction of the Zemgale Bridge in Riga.

The ministry notes that, considering the schedule shifts, some works are being postponed, and adverse weather conditions in the autumn of last year affected the quality and safety of construction works. As a result, the completion of several works has been postponed to spring and summer 2026.

Additionally, the Riga City Council plans to connect the mobility point "Shkirotava" with the project for the extension of the 7th tram line, ensuring a full pedestrian and cycling infrastructure between the facilities. For this, it is necessary to conduct procurement for construction works and construction supervision, and the extension of the project implementation period will allow it to be completed within the established deadlines and funding limits, the ministry emphasizes.

As reported earlier, a contract has been signed with SIA "Binders" for the development of the construction project, execution of construction works, and author supervision for the implementation of the tram line extension project.

It was also reported that in January 2024, the government supported the project rules prepared by the ministry, which define the procedure for the implementation and supervision of investments from the Recovery Fund in the construction of eight mobility points in Riga and the suburbs.
