From today, access to the Electronic Declaration System (EDS) of the State Revenue Service (SRS) will only be possible using one of the reliable means of electronic identification, the SRS informed the LETA agency.

Access to the EDS will be possible, for example, using the qualified version of "Smart-ID", an electronic identification card (eID), a secure electronic signature ("eParaksts" or "eParaksts mobile"), or certain internet banks that support the corresponding authentication.

The username and password issued by the State Revenue Service will still be usable only by foreigners who have no legal ties to Latvia and cannot obtain an eID card for foreigners, as well as users of the Electronic Data Processing System of Customs (EMDAS) for submitting customs declarations.

In this regard, all other EDS users who previously used the username and password from the State Revenue Service need to prepare for the upcoming changes and start using one of the qualified identification means.

Outsourcing accountants and other financial service providers should ensure the ability to connect to the EDS using one of the qualified electronic identification tools, as well as check whether their clients have registered them as users of their profiles in the EDS and authorized them to prepare or submit documents if necessary.

Entrepreneurs can authorize an outsourcing accountant both electronically through the EDS and in person at any client center of the State Revenue Service or at the unified customer service center of the state and municipalities throughout Latvia. Notarization of the power of attorney is not required.

These changes are related to the fact that the security policy of state information systems provides for the implementation of user authentication only using qualified means in all state systems with increased security requirements, explains the State Revenue Service.

Currently, 99.1% of the services of the State Revenue Service are available electronically — through the EDS or the related EMDAS system for fulfilling customs obligations and obtaining services.
