In Daugavpils, almost all Soviet elevators have been replaced: how much does it cost?

In Riga, the first elevator in an apartment building was ceremoniously announced to be replaced. In Daugavpils, the announcement about the replacement of the last one will be made soon.

By the end of 2025, the city plans to replace 97% of the elevators in the buildings managed by the local municipal housing authority. Currently, this enterprise manages 67 apartment buildings with elevators. The cost of replacing one elevator is 43,000 to 50,000 euros. The payment procedure is decided at a general meeting. Usually, residents choose an option where part of the expenses is covered by the reserve fund, and the remaining amount is taken out as a loan. Importantly, the elevator is the common property of all apartment owners. This means that the costs associated with its operation must be covered by all owners, including those living on the 1st and 2nd floors, who may not need the elevators much. The first elevator that met EU safety standards and received a CE certificate was installed in Daugavpils back in 2006 at 68 Jatnieku Street. Since then, the process of replacing elevators has continued, and by the end of 2025, 65 elevators will be replaced – 97% of their total number.
