The Ministry of Foreign Affairs of Estonia has classified most congratulations from foreign leaders to the President of Estonia on the occasion of Independence Day for five years.
The registry of documents from the president's office shows that on the occasion of the anniversary of the Republic of Estonia, the president received numerous letters from foreign leaders, most of which are marked "for internal use" until 2031.
For example, the president's office received letters marked "for internal use" from U.S. President Donald Trump, Turkish President Recep Tayyip Erdoğan, and Chinese President Xi Jinping. Congratulations were also presumably sent by King Charles III of the United Kingdom and Pope Leo XIV. Additionally, letters from many other world leaders to Estonia were received.
Press secretary of the president's office, Epp-Mare Kukemelk, told ERR that most of the congratulations arrived at the office through the Ministry of Foreign Affairs, and if the ministry sent congratulations marked "for internal use," then the office cannot remove that mark.
"The mark 'for internal use' is placed on a letter if the congratulations contain not only congratulatory words. If it is just a congratulation, all letters in the document registry should be open," Kukemelk explained.
