Why Can Some Parrots Talk While Others Cannot?

It depends on the size of their brains.

 

Almost all parrots are capable of imitating human speech; however, smaller species have more limited learning abilities and a smaller number of words they can acquire. This is likely related to the smaller absolute size of their brains.

Individual differences within a species depend primarily on the sound environment in which the bird was raised. Parrots that were isolated from their peers at an early age and only interacted with humans learn more easily and successfully.

Individual abilities of the specific bird, its sociability, and other factors are also important.
