Minor Without a License Engaged in Police Chase in Jelgava

On April 23 of this year, the State Police received information that a minor young man might have gotten behind the wheel of a vehicle.

The possible location of the vehicle was immediately established. After reviewing footage from city cameras, the police identified the location of the car and sent a crew from the Response Department of the South Zemgale Division of the Zemgale Regional Police. Noticing the police, the driver began to flee, violating several traffic rules and endangering other road users. A criminal process has been initiated, along with ten administrative proceedings.

Details

On April 23 at approximately 16:36, the police received information that a young man born in 2011 might be driving a BMW and moving around Jelgava. After studying the camera footage, it was established that at that moment the vehicle was on Uzvaras Street, after which a police crew was promptly dispatched there.

Upon arrival, the police officers saw that the driver had begun to escape, moving from Uzvaras Street towards Saldus Street, violating traffic rules and exceeding the speed limit. The police repeatedly demanded that the vehicle stop; however, the driver did not respond and continued to flee, ignoring lawful demands.

The chase ended on Saldus Street, where the young man crashed into a fence of private property, after which he left the vehicle and attempted to escape on foot. There were three other minor passengers in the car. As a result of the traffic accident, no one was injured, and the offender was apprehended.

Ten administrative processes have been initiated: for driving a vehicle without a driver's license, for unjustified departure from the roadway and damage to a metal fence, for failing to comply with the "Turn Right" sign, two for violating the "No Entry" sign, for ignoring the "No Stopping" sign, two for speeding in a "Residential Zone" sign area, and two for speeding in a "Settlement" sign area.

A criminal process has also been initiated under Article 259¹ of the Criminal Law for violating traffic rules, expressed in aggressive driving after repeated demands from a competent official to stop the vehicle. This is punishable by imprisonment for up to two years, short-term imprisonment, probation supervision, community service, or a fine with deprivation of the right to drive for up to five years.

The State Police reminds that no person is considered guilty until their guilt is proven in the manner prescribed by law.

The police urge compliance with traffic rules and adherence to the demands of officers, as ignoring them can lead to an increase in violations and jeopardize the safety of other road users.
