On April 4, employees of the Riga Municipal Police Video Surveillance Center noticed a motionless person in the cameras installed in the pedestrian tunnel of the Avotu area. After reviewing the camera footage, law enforcement officers established that he had been attacked by a man who struck him in the face.
Upon arriving at the scene, law enforcement officers found that the injured man was unresponsive to communication and touch, and there were visible traces of blood under his face. Given this, the police decided to immediately begin cardiopulmonary resuscitation until medical personnel arrived.
When the emergency medical service team arrived, the law enforcement officers remained at the scene to block pedestrian traffic in the tunnel and allow the medics to work with the injured man without obstruction.
At the same time, additional crews were called in to initiate a search operation to identify the perpetrator. While inspecting the nearby area, municipal police soon noticed a person matching the description and immediately detained him.
Later, the State Police arrived at the scene and took over further procedural actions.
