A Strange Guy Was Riding a Bicycle in Daugavpils: He Wasn't Drunk, but He Still Faces a Fine

A cyclist in Daugavpils provoked a series of traffic accidents and dangerous situations on the city's streets, and his inability to control the vehicle was recorded by surveillance cameras.

It all started with a collision with a pedestrian, which, as the man later explained, occurred due to a technical malfunction of the bicycle, reports the show Degpunktā (TV3).

After knocking down a woman on a two-wheeled vehicle, the man did not consider it necessary to stop and provide assistance. The dangerous cyclist continued on, but the victim was lucky — the incident was noticed by medics who provided help.

A police video post tracked the cyclist's further movements through city cameras. Shortly thereafter, the man created another dangerous situation, where only the attentiveness of a pedestrian prevented a collision.

Municipal police patrols rushed to stop him — within 15 minutes, the cyclist was detained. The man's explanation at the bridge seemed quite strange to the police.

"The explanation was not entirely clear — the bicycle's brakes are not working. But why the person did not stop, did not provide assistance, did not call for services — this remained unclear," said Andris Dunskis, a representative of the Daugavpils Municipal Police.

The inadequate road user was handed over to the State Police. Law enforcement officials note that the driver was not in a state of alcohol intoxication; however, he is likely to face punishment for hitting a pedestrian. The victim herself did not sustain serious injuries.
