During the Soviet era, this territory was almost entirely owned by the military.

In Vladivostok, entrepreneurs are trying to challenge the decision to transfer Ulysses Bay into the ownership of the Navy. According to them, as evidence, the court has included a document nearly a century old.

Ulysses Bay is located on the southern coast of Vladivostok near the famous bridge to Russky Island. It is a busy industrial harbor where ships of the Pacific Fleet also dock. Last year, a court, at the request of the Prosecutor General's Office, transferred this territory for the use of the Ministry of Defense. However, local businesses that have been operating there since the early 2000s found themselves in a difficult position — without land and money.

During the Soviet era, the bay was almost entirely owned by the military. However, in 1998, as part of the release of defense property, the land was sold to commercial entities and the city. For nearly two decades, local businesses have been developing and using these territories. But now, according to the Prosecutor General's Office, the bay was originally intended for defense needs, which means it is federal, not private property. A lawsuit has been filed to recognize the transactions of the 1990s as invalid. According to the prosecutor's estimates, the state has suffered damage of at least 176 million rubles. In the summer of 2025, the court ruled that some entrepreneurs must vacate the territories.

According to "Baza," the main document in the court proceedings became certificates of the transfer of territories to military units of the Pacific Fleet in the 1930s. According to the defendants, these documents were of a historical nature and not legally formalized rights — they lack coordinates, clear boundaries, cadastral numbers, and even state registration.

The legal paradox has led to the department seizing property as "mistakenly formalized" and not compensating businesses for market value.

So far, the rights of four companies engaged in construction or related businesses have been reviewed: "Evolution" with investments of 120 million and "GT-Stroy" with 90 million lost their plots and buildings without compensation. "Katalea" with investments of 300 million and a market value of land at 400 million received only 40 million rubles in compensation. "Spetsstroyresurs" lost a historic building constructed back in 1918 that had no military significance. The asset was pledged in a bank for 130 million but received a small compensation — only about 5 million. Another 19 companies and individual entrepreneurs are at risk.

At the same time, "Baza" has an official release of land from the ownership of the Ministry of Defense. According to business representatives, the court refuses to include the document in the case.
