State Police officers have completed the investigation of the criminal process regarding sexual violence against a woman in Ventspils — a man, hiding in the bushes, watched women and attacked one of them, forcibly tearing off her jacket and two shirts. The man was detained, and a preventive measure — arrest — was applied to him within the criminal process, reports the State Police.
As previously reported, on August 25 of this year, around 09:00, the State Police received information that in Ventspils, at the Children's Town, a man attacked a woman and committed sexual acts against her. Thanks to a witness, the man's actions were interrupted, and he fled the scene. The witness immediately called the police, described the man's appearance and characteristics, and indicated the direction in which he had gone, resulting in the Ventspils Municipal Police officers finding the man lying in the grass and detaining him.
Officers from the Investigation Department of the Northern Kurzeme Division of the Kurzeme Regional Department of the State Police initiated a criminal process against the man and requested the court to apply a preventive measure — arrest, which came into effect.
During the investigation, it was established that that morning the man was hiding in the bushes at the playground and watching women. It is known that a group of women also passed by, but he likely did not attack them because they were in the majority. At the moment when a single woman passed by, the man jumped out of the bushes and attacked her, forcibly removing her jacket and two shirts. After that, he knocked the victim to the ground and committed sexual acts with the aim of satisfying his sexual passion in an unnatural way.
The man was startled by a passing woman and fled the scene, but was detained. He had previously come to the attention of the police for property crimes.
During the investigation, the man was assigned an outpatient forensic psychiatric examination, the conclusion of which states that at the time of the crime he is considered sane.
Officers from the Investigation Department of the Northern Kurzeme Division of the Kurzeme Regional Department of the State Police completed the investigation of the criminal process regarding the satisfaction of sexual passion in an unnatural way, related to vaginal, anal, or oral penetration into the victim's body, if committed using the victim's helpless state or against their will, with the use of violence, threats, or using trust, authority, or other influence over the victim. According to the Criminal Law, such a crime is punishable by imprisonment for a term of four to ten years and probation supervision for up to five years. The measure of punishment will be determined by the court.
The State Police reminds that no person is considered guilty until their guilt in committing a crime is proven in the manner prescribed by law.
