The Cabinet of Ministers today approved the draft law "On Amendments to the Law on Registration of Place of Residence" for submission to the Saeima, the Ministry of the Interior of Latvia reported to bb.lv.
The development of the draft law is related to the initiative of Latvian citizens "Registration at the place of residence — only with the owner's permission," which was launched on February 14, 2023, on the ManaBalss.lv portal. This initiative was based on cases where individuals were registered in real estate without any legal grounds.
To reduce the number of such cases, the draft law stipulates that when using the electronic service for registering a place of residence, the system will automatically check whether the individual's declaration has been annulled in the past three years due to providing false information.
If such a situation is identified, the system will notify the individual that registration is only possible in person — by visiting the institution and presenting documents confirming the legal basis for registration.
The established three-year period serves both as a preventive and motivating measure, encouraging citizens to act in good faith when registering. The Ministry of the Interior emphasizes that this period is sufficient for a person to realize the consequences of their previous actions and to avoid providing false information in the future.
In addition, the amendments stipulate that the Office of Citizenship and Migration Affairs will inform the property owner about individuals who have registered their place of residence in their property. The information will be sent to the official email address of the owner (if activated) and will include the name, surname of the registered individual, and the address of the property. This procedure will allow owners to respond promptly if someone has registered in their property without legal grounds.
