Latvia Lags in Investments: The Lowest Among the Baltic States

Foreign investments in Latvia's economy are growing, but noticeably slower than those of its neighbors, writes LETA.

According to central bank data, as of the end of last year, accumulated foreign investments in Latvia amounted to 27 billion euros — less than in Lithuania (44 billion) and Estonia (37 billion). Over the year, Latvia increased by 4% (about 0.9 billion euros), while Lithuania grew by 10%.

At the same time, the dynamics remain unstable. "In the first quarter of 2025, there was an outflow of foreign direct investment amounting to 833 million euros," explained Bank of Latvia economist Karlis Lieģis, linking this to dividend payments. Without this factor, he noted, there was a significant inflow into the economy — about 302 million euros.

Last year, 31 projects worth over 1 billion euros were launched through the Latvian Investment and Development Agency. Among them are investments from companies in Ukraine, Canada, Estonia, and Japan.

However, not all projects reach implementation: some are closed at an early stage, as happened with plans for the development of hydrogen aircraft.
