JSC "Latvijas dzelzceļš" (LDz) has terminated employment relationships with 13 citizens of Russia and Belarus in accordance with the National Security Law, the company reported to the LETA agency.
At the same time, LDz plans to terminate employment relationships with another 13 citizens of Russia and Belarus, who are currently on long-term leave.
The company explained that, in accordance with the Labor Law, severance pay is not provided in such cases.
Requests for separate permits for their employment have been sent to the State Security Service (SSS) regarding five employees. Currently, there has been no response from the SSS.
The company noted that these five employees possess specific competencies that are not available in the labor market, and their training requires a long time. In addition, these employees have previously initiated the naturalization process and are on the path to obtaining Latvian citizenship.
LDz stated that until a response is received from the SSS, the employees continue to perform their work duties, while all necessary security measures are ensured.
It was previously reported that the National Security Law includes a provision stating that citizens of Russia and Belarus cannot be employed at critical infrastructure facilities of categories A, B, and C, as well as at critical infrastructure facilities of special significance at the EU level, if the work involves access to information or technological equipment important for the functioning of these facilities.
Such employment is only permitted in exceptional cases and with a separate permit from the state security authority. This provision came into effect on June 28, 2025.
The turnover of the LDz group in 2024 amounted to 233.738 million euros, which is 11.3% less than in 2023, while the group's losses increased significantly to 39.438 million euros.
As part of the reorganization process in October 2025, LDz subsidiaries - LLC "LDz ritošā sastāva serviss" and LLC "LDz loģistika" - were merged into LLC "LDz Cargo". The LDz group also includes the enterprise "LatRailNet", which is responsible for determining infrastructure fees and distributing railway infrastructure capacity, and the security company "LDz apsardze".
