Where to Live Well in Riga: Average Salaries in Riga's Districts Vary Threefold

The capital of Latvia is divided into poor and rich districts, according to the updated Long-term Development Program for Riga until 2030.

In the district of modern offices, residential buildings, and the Riga Arena on Skastis, as of 2024, the gross salary was €2,974 per month, which is an absolute record for Riga, where the average salary at that time was €1,738 before taxes. This is approximately equivalent to the level in Greece.

Considering the trend of growth throughout the year at 8-10%, it can be confidently assumed that in 2025, high-paid workers in banking and other 'white-collar' sectors from the Skastis area will exceed €3,000, which corresponds to the level of such highly developed countries in Europe as Germany, France, the Netherlands, and Belgium.

On the other end of the economic spectrum is the Voleri district, where people earned €1,192 per month before taxes.

It is worth noting that this location houses transit and logistics capacities, and with proper development of foreign trade with neighboring countries, it could be thriving financially. For now, however, salaries there are comparable to those in one of the poorest members of the European Union – Bulgaria.
