Apartments in Riga Are Rising in Price Slower Than Eggs and Chocolate

The average price of panel apartments in Riga increased by 4.1% last year, reaching 887 euros per square meter in December, according to the Arco Real Estate panel apartment market review.

At the same time, in the largest neighborhoods of Riga, apartment prices increased by 2–8% since the beginning of 2025. The most significant price changes were recorded in Jugla, where they rose by 8% last year. A substantial increase in prices for panel apartments was also observed in Imanta and Kengarags — on average by 6%.

In other neighborhoods of Riga, price changes last year did not exceed 5%. The smallest price fluctuations were recorded in the most expensive neighborhood — Teika, as well as in Zolitude.

The review also notes that in December 2025, the average price of panel apartments in Riga was approximately 45% lower than on July 1, 2007, when the average price of an unrenovated panel apartment reached a historical maximum — 1620 euros per square meter.

The highest prices for panel apartments in December remained in Teika, where the average price per square meter rose to 1088 euros. The lowest average price per square meter in December was in Bolderaja — 679 euros, which is also higher than the previous month's figure.

In December, the most expensive apartments were in houses of the 119th and 104th series, where prices for two-room apartments in satisfactory condition ranged from 54,000 to 56,000 euros depending on the location. The cheapest were Lithuanian project houses, where the price range for two-room apartments was from 31,000 to 44,000 euros, as well as Khrushchyov-era houses, where prices for two-room apartments ranged from 30,000 to 45,000 euros depending on the neighborhood.

For reference: the annual inflation rate in November in the food group in Latvia was 5.2%.

The most significant contribution to the increase in average prices in this group over the year was made by coffee (+34.2%). Price increases were recorded for poultry meat (+15.5%), eggs (+19.6%), chocolate (+17.2%), confectionery (+4.7%), dried, salted, or smoked meat (+2.5%), beef (+26.6%), and bread (+2%). Fresh fruits (+2.9%), dried, smoked, or salted fish (+17.9%), canned or processed fish and seafood (+8.8%), milk (+3.1%), tea (+12.1%), yogurt (+4.2%), and non-alcoholic beverages (+7.9%) also became more expensive.
