The subsidiary of the Austrian renewable energy company "Enery Development GmbH" - "Enery Latvia" - plans to build the "Dalbe" wind power plant in the Cenu parish of Jelgava municipality and the Olaine parish of Olaine municipality, according to information on the website of the Energy and Environment Agency (AEOA).
The environmental impact assessment report states that the study area includes six plots of land owned by JSC "Latvijas valsts meži" (LVM), where the construction of up to 12 wind power plants (WPP) with a total capacity of up to 96 megawatts (MW) is planned.
The nearest settlements are located at a distance of 0.8 to 2.7 km from the planned WPP park. The area is crossed by the Melleupe, Baložu Canal, and Medaine, and there are no cultural heritage monuments in the immediate vicinity. There are no specially protected natural areas in the study zone, and the nearest micro-reserve is located 1.5 km away.
According to the territorial planning of the Jelgava and Olaine municipalities, the study area belongs to the forest zone, where the construction of WPPs is currently not permitted. To implement the project, corresponding changes to the planning documents will be required.
The public discussion of the planned environmental impact assessment report for the wind farm is taking place from December 12 to January 26, 2026.
The environmental impact assessment report was developed by the company "Estonian, Latvian & Lithuanian Environment". It can be reviewed at the Jelgava municipality, the Olaine municipality, the administration of the association of the Cenu and Ozolnieki parishes, as well as in the Kekava municipality.
In-person meetings for public discussion will take place on January 12 at 1:00 PM at the Dole community center in Kekava and at 6:00 PM at the culture house in Jaunolaine. A meeting will be held on January 16 at 6:00 PM at the community house of the Ozolnieki parish. The meetings will also be available online.
According to Firmas.lv, the company "Enery Latvia" was registered in 2023, with a share capital of 5,900 euros. In 2024, the company did not have any turnover, while its losses amounted to 1.718 million euros.
The sole owner of "Enery Latvia" is the Austrian-registered "Enery Development GmbH."
