In anticipation of an increase in the recycling fee in September, 48,400 used foreign cars were imported into Russia, according to "Avtostat". This is a record for monthly imports in two years. Almost all cars were imported by individuals. The recycling fee may increase significantly starting December 1 for cars with more than 160 hp.

The largest number of used cars were imported from Japan, with the most popular brands in the structure of used car imports being Toyota, Honda, BMW, Kia, and Volkswagen, writes Siberia.Reality.

The head of the Ministry of Industry and Trade, Denis Manturov, suggested that the increase might be postponed for a month – until December 1, 2025. Experts say that the delay is likely to be formal and will not save the market from another price increase.

Vladimir Popov, the founder of "Favorit Motors," told RBC that for several popular models, the new recycling fee rates will lead to significantly increased payments. The recycling fee for the Kia Sorento (194 hp) may be around 1.9 million rubles (20,000 euros), for the Hyundai Palisade – 2–2.2 million rubles (24,000 euros), for the BMW X5 – 2.7 million rubles (30,000 euros), and for the Cadillac Escalade – almost 2.9 million rubles (32,000 euros).

"I have a minivan from 2010 with 400,000 kilometers on it," says Vladivostok resident Alexey. "I wanted to get something better, like a Toyota Alphard – a 3.5-liter engine. That was my dream, but now I will have to forget about it. Since the car is quite powerful, I can’t even imagine how much it will cost after the recycling fee increase. It’s robbery, in a word. They are dragging this 'AvtoVAZ' as best they can."

The government's plan involves a phased increase in the recycling fee until 2030. The cost of a car will rise depending on the age of the vehicle, type of engine, its volume, and power – the number of horsepower. For example, the recycling fee for a car older than three years with a power of 160 to 190 horsepower and an engine volume of 1 to 2 liters will be about 1.2 million rubles in 2025, and by 2030 it will rise to approximately 2.2 million rubles. The recycling fee for cars with an engine volume of over 3 liters is expected to be 2-4 million rubles in 2025 and up to 8 million by 2030. For some categories of cars, the recycling fee will increase by 200-300 times.
