The shooter had legal weapons, the right to which he confirmed in December 2025.

The shooter who carried out the terrorist attack in Kyiv turned out to be a citizen of Ukraine born in 1968. This was reported by the Minister of Internal Affairs of Ukraine, Igor Klymenko, during a briefing, as conveyed by a UNIAN correspondent.

"He was walking down the street, starting his path from Demeivska Street. Along the way, he shot four of our citizens, and the fifth citizen he shot directly was a hostage in that store," Klymenko said.

He added that the shooter had a legally registered carbine with him. According to Klymenko, a weapons test was conducted in December 2025. At that time, he provided a medical certificate for this.

"The investigation will establish who issued it, which authorities, which medical institution issued this certificate and wrote the application for the extension of the use of this weapon," Klymenko added.

He noted that, according to preliminary information, 10 injured people were taken to the hospital, including one child. All hostages held by the shooter in the supermarket were also evacuated to hospitals. Klymenko did not specify whether they had injuries and, if so, of what severity. At the same time, he revealed details of the negotiations with the shooter before his elimination.

"Police negotiators communicated with him for about 40 minutes, we were persuading him, understanding that there was an injured person there. We offered to bring in appropriate tourniquets to bandage the wound and so on. But he did not respond, so a command was given for his elimination. Especially after he shot one of the hostages," Klymenko noted.

He said that it is still unknown exactly how many hostages were in the store. According to preliminary information, there were about four people, but there could have been more. Klymenko also noted that the shooter acted chaotically.

"He approached each person. When I was passing along his path to this point, it was clear that he was simply shooting people at point-blank range. He approached and shot. Therefore, the chances of people surviving were very low. But he was shooting single shots because this is a carbine that fires single shots," Klymenko explained.
