Hackers from Russia Hacked the Emails of Ukrainian Prosecutors - Reuters

According to Reuters, from September 2024 to March 2026, hackers linked to Russia hacked more than 280 email accounts of officials and agencies in Ukraine, as well as Romania, Bulgaria, Greece, and Serbia.

According to Reuters, in recent months, hackers linked to Russia have hacked more than 170 email accounts of Ukrainian prosecutors and investigators. This campaign targets officials in the country who are engaged in the fight against corruption and the prosecution of collaborators, the agency reported on Wednesday, April 15, as noted by DW.

Hackers Accidentally Left Data on a Server

Reuters cites an analysis of data accidentally posted by hackers on the internet and discovered by the independent British-American investigative group in the field of cyber threats, Ctrl-Alt-Intel. The data left on the server includes logs of successful hacking operations and thousands of stolen emails. The hackers "simply made a huge operational mistake" by leaving "their back door wide open," investigators from Ctrl-Alt-Intel stated.

In addition to Ukrainian accounts, hackers also hacked the email accounts of officials in other countries. In total, from September 2024 to March 2026, there were at least 284 such incidents.

The SAP, ARMA, and Prosecutors' Training Center Were Affected

The agency also lists the alleged victims of the hack. Among others, access was gained to at least one email account of the Specialized Anti-Corruption Prosecutor's Office (SAP) of Ukraine, which investigated high-profile corruption scandals in the country, journalists claim. Additionally, according to their data, Yaroslav Maximienko, who has been acting as the head of the Ukrainian Asset Recovery and Management Agency (ARMA) since August 2025, was also affected by the hack.

According to Reuters, the hackers also hacked the email of the Specialized Prosecutor's Office in the defense sector, created to combat corruption and identify spies in the Ukrainian army, as well as the Prosecutors' Training Center in Kyiv. In the training center, the email accounts of 44 employees were hacked, including Deputy Director Oleg Duka, the agency points out. Among others, the accounts of the Central City Hospital in Pokrovsk and the finance committee of the same city were affected.

Email Hacks in Romania, Bulgaria, Greece, and Serbia

In Romania, hackers hacked at least 67 email accounts related to the country's Air Force, Reuters continues. Among them were several accounts belonging to NATO bases in Romania and at least one high-ranking military officer.

In Bulgaria, at least four accounts of local officials in Plovdiv were affected by the hacker attack, where earlier due to a GPS failure, a plane with European Commission President Ursula von der Leyen had to land using paper maps. In September 2026, the European Commission reported that Russia is suspected of jamming the GPS signal.

Additionally, there are reports of the hacking of 27 email accounts of the Greek army's General Staff, as well as the emails of scientists and military officials in Serbia.

Hackers Linked to Russia

Investigators from Ctrl-Alt-Intel link this campaign to hackers from the allegedly Russia-linked group Fancy Bear. Two researchers, who independently examined this data at Reuters' request, agreed that the hacks were related to Russia but did not confirm the involvement of Fancy Bear.

There have been multiple reports of hacks of email accounts of officials, agencies, and companies in European countries and Ukraine, in which Russian hackers are suspected. In particular, in Germany, only in recent weeks, warnings were issued about hacks of routers in government institutions and phishing on social media.
