An alternative draft may emerge.

Russia and China blocked the UN Security Council resolution on the Strait of Hormuz. The draft resolution proposed by Bahrain, which called for the need to protect freedom of navigation in a waterway crucial to the global oil market, failed to pass in the UN Security Council due to vetoes from the Russian Federation and China. They promised to propose their own draft document.

According to Russia's Permanent Representative to the UN Vasily Nebenzya, Moscow "could not support a text that would create a dangerous precedent for international law." China's Permanent Representative Fu Cong stated that Bahrain's resolution on the Strait of Hormuz "contains a one-sided condemnation and represents an attempt to exert pressure." He added that the document, against the backdrop of threats from the United States to "destroy civilization," would send a false signal.

Bahrain's Foreign Minister Abdullatif bin Rashid Al-Zayani expressed regret over the outcome of the UN Security Council vote. "The refusal to adopt this resolution sends the wrong signal to the peoples of the world that threats to international waterways can go unpunished," he said. According to the diplomat, the draft resolution also included a call for Iran to fulfill its international obligations and cease attacks on neighboring countries.
