The Secretary-General emphasized that the world is living in conditions where actions—especially reckless ones—trigger dangerous reactions. This is exacerbated by geopolitical divides and compounded by impunity that undermines international stability.
He noted that international law is being violated, multilateral cooperation institutions are under attack, and impunity is thriving in the world.
"Impunity has become the driving force behind today’s conflicts, fueling escalation, increasing distrust, and opening doors for powerful destructive forces," Guterres stated.
The World is Rapidly Changing He paid special attention to the humanitarian situation in the world. The reduction of humanitarian aid funding, according to the Secretary-General, triggers a "chain reaction" of despair, population displacements, and deaths.
At the same time, inequality is deepening globally, destabilizing societies. The climate crisis remains one of the most serious issues of our time. The lack of restrictions on the development of new technologies leads to instability.
Guterres noted that the mechanisms for addressing global challenges are outdated, while the world is rapidly changing: the economic influence of developing countries is increasing, and trade along the "South-South" lines is outpacing traditional "North-North" flows.
The Secretary-General believes that global problems cannot be solved by one power or two competing powers trying to divide the world into spheres of influence. According to him, it is necessary to accelerate and purposefully develop multipolarity based on partnership.
"However, multipolarity alone does not guarantee stability or peace. Europe was multipolar before World War I. But the lack of effective multilateral institutions led to confrontation and war," Guterres said.
"For a multipolar world to ensure balance, prosperity, and peace, we need strong multilateral institutions whose legitimacy is based on shared responsibility and common values," he added.
Guterres reiterated that the UN will continue to strive for a just and stable world. However, the international official did not specify how exactly this organization, which is rapidly losing its remaining influence, will achieve this.
