Ukrainian and United States officials simultaneously announced in the early hours of Monday, November 24, that a revised 'framework document' for achieving peace in Ukraine was prepared through the joint efforts of delegations from both countries during 'productive negotiations' in Geneva.
The corresponding joint statement was published on the websites of the White House and the President of Ukraine. It is noted that both sides recognized the consultations as productive. "The parties confirmed that any future agreement must fully respect Ukraine's sovereignty and ensure a sustainable and just peace," the statement reads. The document itself has not yet been published.
According to the joint statement, both sides agreed to continue intensive work on the document "in the coming days" and to closely interact with European partners.
Rubio on the 'Peace Plan' for Ukraine: I am Confident We Will Manage This
A few hours earlier, U.S. Secretary of State Marco Rubio expressed confidence that the revised version of the 'peace plan' from the Donald Trump administration has a high potential for implementation. After consultations with representatives of the Ukrainian delegation in Geneva and its European allies on November 23, he told reporters that the negotiations led to the creation of a "foundational document" that will now serve as the basis for further work. The head of the Ukrainian delegation, Andriy Yermak, also pointed to the productivity of the negotiations in Switzerland with American representatives.
"We are very optimistic that we will achieve the goal in a very reasonable timeframe, very soon," Rubio said. "We just need more time than we had today. I firmly believe that we will manage this." According to the American politician, the participants in the negotiations in Geneva still have several issues to resolve, after which some changes may be made to the U.S. 'peace plan'. In particular, the role of the European Union and NATO in resolving the conflict will need to be discussed, he added.
Then the document will need to be agreed upon at the level of the presidents of the USA and Ukraine, which is why Rubio allowed for new contact between Donald Trump and Volodymyr Zelensky. Additionally, the Russian side will also express its position regarding the upcoming agreements, noted Marco Rubio. "It is obvious that the Russians have a say here, don’t they?" he added. Immediately after the text of the joint statement was agreed upon, he flew to Washington.

European proposals to amend the United States' plan to end the war against Ukraine by Russia involve significant weakening of several key provisions in favor of Kyiv, the dpa agency previously reported. According to its data, as well as the European proposal for the 'peace plan' published by Reuters citing its own sources, the Ukrainian government, for example, will not have to concede territories that Ukraine currently controls to the Russian Federation. Furthermore, there is no provision for de facto recognition of territories seized by Russia during the war.

Before the meeting in Geneva, Donald Trump wrote in one of his numerous posts on the social network Truth Social about the insufficient gratitude from Kyiv for his efforts on the first version of the 'peace plan'. The statement on Zelensky's website says that "the Ukrainian delegation once again expressed gratitude to the United States and, in particular, to President Donald J. Trump personally."
