NATO may send Ukraine American weapons worth $15 billion under the new PURL program, said U.S. Permanent Representative to NATO Matthew Whitaker. These supplies will be funded by Washington's allies in the alliance, DW reports.
NATO countries may allocate about $2 billion this year for the purchase of weapons for Ukraine under the PURL program and 12-15 billion in 2026. This was stated by the U.S. Permanent Representative to NATO Matthew Whitaker in an interview with Bloomberg Television on Tuesday, October 28.
"We have about $2 billion or more that will be available in the coming months. We hope that they will be very soon," Whitaker said about the PURL program.
"And then, as we enter 2026, the key will be consistency to have the 12-15 billion needed for the procurement of critically important weapons to defend Ukraine," added the U.S. Permanent Representative to NATO.
The PURL Program Has Been in Effect Since July 2025
The Prioritised Ukraine Requirements List (PURL) has been in effect since July 2025 by agreement between NATO and President Donald Trump. Under this program, alliance members and its partners purchase and pay for weapons for Ukraine from the U.S., based on a list compiled by Kyiv.
On September 17, Volodymyr Zelensky stated that under the PURL program, Ukraine has already received more than $2 billion and hopes for 3-3.5 billion by the end of the year. This money has been used to purchase, in particular, missiles for Patriot air defense systems and HIMARS multiple launch rocket systems.
