EM requests allocation of €2.36 million for the creation of reserves of diapers and toothbrushes

The Ministry of Economy proposes reallocating €2.361 million for the implementation of the state reserves system for essential goods. It is expected that in the event of a crisis or security threat, the state will be able to provide the population with basic goods.

The Ministry indicates that for the full implementation of the system of reserves of essential goods this year, funding of €2.361 million is required.

This includes the completion of the procurement of essential goods, with the LLC "Possessor Public Assets Manager" having completed the procurement procedure this year for the acquisition of hygiene products, which includes various categories of products with a total cost of €1.926 million.

This amount includes toilet paper costing €397,082, paper towels or napkins — €4,839, urological pads — €212,913, adult pull-up diapers — €734,816, toothbrushes — €36,098, toothpaste — €97,599, children's soap — €28,597, protective cream — €20,987, soap — €85,566, soap-shampoo — €109,632, household soap — €66,848, razors — €43,076, as well as wet wipes with an estimated contract value of €9,327 and children's diapers with an estimated contract value of €78,422.

Administrative expenses from the second to the fourth quarter of this year, related to the execution of the delegated state function by Possessor, are preliminarily estimated at around €435,000. This includes personnel costs for employees directly involved in the task, which are preliminarily estimated at €216,500.

In addition, other expenses related to the execution of the task are provided, including the procurement of goods and the receipt of services, such as business trips for experience exchange and training, which will total approximately €27,000. There are also personnel costs for employees indirectly involved in the task, amounting to €141,500.

Building and premises maintenance costs are preliminarily estimated at €19,000, depreciation of fixed assets at €15,700. Expenses for information and communication systems are estimated at €21,300. Other expenses of €21,000 are also provided, including vehicle maintenance and preparation of the annual report.

The Ministry of Economy notes that for the complete implementation of the system of reserves of essential goods and the full realization of the activity provided for in the government action plan, the construction of a regional warehouse is additionally required.

The estimated cost of designing and constructing a regional warehouse for storing essential goods is up to €2.955 million. The project is planned to be implemented from January 1, 2027, to 2028.

The implementation of an information technology solution for managing the system of reserves of essential goods is also necessary.

The Ministry of Economy notes that the implementation of a solution for accounting and turnover of essential goods is planned for 2027. Since the assessment of possible options for practical implementation is still ongoing, the exact amount of expenses at this stage cannot be determined. More detailed information about the costs will be determined after clarifying the technical parameters and conditions for implementing the chosen solution.

At the same time, the Ministry of Economy indicates that the necessary funding for the design and construction of the warehouse, as well as for the implementation of the IT solution, will be provided from the reserved and unused funds of the ministry — from the budget program "Funding for Activities to Strengthen State Security" in the amount of €3.458 million.

The ministry emphasizes that the exact allocation of funding among the individual components of the project will be clarified at subsequent stages of planning and implementation to ensure fair competition and not to affect the proposals of potential candidates.
