The Government Supported the Proposal to Create the Gors Fund

On Tuesday, the government supported the proposal from the Ministry of Culture to create a fund for the management of the Rezekne concert hall "Gors".

The founders of the fund will be the Ministry of Culture, the Ministry of Smart Governance and Regional Development, the Rezekne Municipality, the NGO "Latvijas koncertti", and the LLC "Austrumlatvijas koncertzāle".

The building of the concert hall in Rezekne will remain the property of the municipality but will be transferred to the fund for the duration of its existence. While the building is in temporary use, the municipality will not be able to alienate, mortgage, or otherwise encumber it.

The fund will be managed by a council consisting of five representatives of the founders and a board of one member. The board member will be appointed through an open competition for a term of five years.

Currently, the annual turnover of the concert hall is about 2 million euros. The subsidy from the Rezekne Municipality for 2026 is 751,000 euros, from the State Cultural Capital Fund - 240,000 euros, and the rest comes from income from economic activities.

The government instructed the Ministry of Culture, in cooperation with the Ministry of Finance, to submit a proposal to the Cabinet of Ministers within two months after the proclamation of the new law regarding the funding source for the maintenance of the fund.

The Ministry of Culture and the Rezekne Municipality will need to conclude a delegation agreement with the fund.

The municipality must transfer the real estate to the fund for temporary use within four months after the law comes into force. If the parties cannot agree on the terms of the agreement within four months, the Ministry of Culture will prepare a special draft law on the transfer of real estate to the fund.
