Sellers and buyers in Latvia may be prohibited from speaking Russian. Ukrainian is allowed

A deputy from the National Alliance has submitted a proposal for amendments to the legislation, calling for the provision that communication with consumers is conducted in the state language to be enshrined in it.

A deputy proposes to establish that communication between the consumer and the seller or service provider — providing information, servicing, and concluding a contract — takes place in the state language.

It is also proposed to enshrine in law that a consumer in Latvia has the right to receive services only in Latvian.

The proposal stipulates that the service provider ensures the preparation of documents necessary for the provision of services, the interfaces of digital content used, as well as the possibility of choosing a language in such technical solutions as an application, website, call center, or in-person service infrastructure, in the Latvian language.

"Consumer rights are violated if the consumer does not receive information about the service or product in the Latvian language," the proposal from the nationalists states.

There is an exception: if the client agrees and the seller or service provider can ensure it, communication will be allowed in the official language of a member state or candidate country of the European Union. For example, in Albanian, Ukrainian, or Georgian.

As of early 2026, nine countries have candidate status for joining the European Union: Albania, Bosnia and Herzegovina, Georgia, Moldova, North Macedonia, Serbia, Turkey, Ukraine, and Montenegro.
