This year, the maximum amount of allowances in state and municipal authorities will be reduced, the Cabinet of Ministers decided today.
To ensure priority expenditures of the state budget under the "Security" item, as well as as a result of the consolidation of expenditures on rewards, it has been established that in 2026, the amount of allowance provided in state and municipal authorities will be reduced by ten percentage points - from a maximum of 30% to 20%. Such an allowance can be assigned to an official in cases where, in addition to performing their direct official (labor, service) duties, they replace an absent employee or perform additional functions.
In addition, an allowance can be assigned if the official makes a significant contribution to achieving the strategic goals of the respective authority.
The prosecutor can also be assigned an allowance of no more than 20% instead of the previous 30% of the established monthly salary if they, in addition to their direct official duties, replace an absent official, perform additional functions, or undergo training in a higher-level prosecutor position that is vacant, or temporarily replace an absent prosecutor.
At the same time, exceptions are provided under which the amount of allowances this year will remain the same. In particular, this applies to medical workers replacing absent colleagues or performing duties for a vacant position. In such cases, the medical personnel may receive an allowance of no more than 50% of the established monthly salary. In the decision-making process, among other things, the increased workload on medical staff was taken into account.
In addition, allowances at the previous level will be retained for officials (employees) of institutions of the Ministry of Internal Affairs or the Penitentiary Service with a special service rank, who receive an allowance for additional pedagogical work in an educational institution where they hold the corresponding position, provided that the performance of pedagogical work is not part of their main official duties. In this case, the amount of the allowance should not exceed 50% of the established monthly salary for the corresponding teaching position and should not exceed 50% of the annual pedagogical workload established by regulations for this position (in hours), corresponding to one labor rate.
The justification for maintaining the amount of the allowance is also related to the priority of the state budget "Security".
Similarly, for military personnel receiving an allowance for pedagogical work in a military educational institution or unit of the National Armed Forces, where educational programs for adults are implemented, provided that the performance of pedagogical work is not part of their main official duties, the amount of the allowance will remain the same. In this case, the allowance should not exceed 50% of the established monthly salary for the military personnel. The retention of the amount of the allowance is also justified by the priority of the state budget "Security".
The maximum amount of the allowance will also be retained for officials (employees) of security institutions. In this case, the amount of the allowance should not exceed 30% of the established monthly salary for the official (employee). Such an exception is provided for in the law on the state budget for 2026 and the budget framework for 2026, 2027, and 2028: unlike other officials (employees), restrictions on the reduction of monetary bonuses and the reduction of overtime in 2026 do not apply to those working in security agencies.
The rules also clarify the procedure for granting allowances: it is established that the amount, justification, and period of individual allowances are determined by the head of the institution or an authorized official after assessing the increase in volume and intensity of work, efforts made, deadlines for completion, and significance of the work performed.
The rules will come into force on January 15, 2026. If allowances granted before January 14 exceed the amounts established by the new rules, they will be reduced in accordance with the established procedure starting January 15.
