To reduce the administrative burden and simplify the requirements for individuals to start construction, the Saeima on Thursday, December 11, conceptually supported the urgent amendments to the Construction Law.

According to the press service of the Saeima, the proposed changes provide for the possibility for individuals, in certain cases, to construct buildings without the involvement of a construction commercial entity. This right is also provided for farmers and fishermen if the construction is carried out by their own means.

It is also planned that the involvement of a construction commercial entity will not be mandatory for construction on military sites.

The draft law also stipulates that private individuals who build for their own needs and organize construction work themselves will no longer have to indicate the source of funding when starting construction.

Currently, the obligation to specify the amount of funds required for financing construction is established by the regulations of the Cabinet of Ministers. The authors of the amendments—a group of deputies—pointed out in the annotation that such a requirement is disproportionate to individuals, as the construction process can take several years and the sources of funding may change during that time. Furthermore, there is no reason to believe that the funding of these individuals is illegal.

The amendments provide for instructing the Cabinet of Ministers to also establish in special construction regulations additional cases when construction can be carried out by one's own means—without the involvement of a construction commercial entity.

For the amendments to the Construction Law to come into force, the Saeima must support them again in the final reading.
