Defect rectification on the Mukusalas promenade in Riga will begin next week. Since the end of March, additional inspections have been conducted to clarify the scope of work, reports LTV.
Defects were discovered just a few months after the renovation of the promenade and its opening — the concrete at the base of some railings began to crumble, as lower-grade concrete was used. After an inspection, the construction contractor, construction supervision, and author supervision deemed this unacceptable, so they agreed among themselves to rectify the defects.
The work is expected to be completed by May. An additional inspection is also planned to determine if any other defects have appeared.
"The construction supervision, builder, and author supervision have agreed among themselves, and the [rectification] of defects is being carried out at their own expense. The municipality is not interfering in this process, so at this moment, the municipality has no financial losses for the city. Of course, we will still look into other matters," said Martins Slimbahs, head of the Public Infrastructure Development Department of the Riga City Council.
By June, it is also planned to apply a non-slip coating in the Daugava waters near the National Library; however, this requires dry and warm weather, so the work has been postponed.
Additionally, the municipality has installed extra monitoring equipment to keep track of the stability of the railings, which have visually tilted slightly towards the Daugava.
CONTEXT:
The reconstruction of the Mukusalas promenade began in December 2023 and was completed at the end of 2025. The project was implemented by the Public Infrastructure Development Department of the central administration of the Riga City Council. The construction work was entrusted to the company Tilts. The total planned funding for the strengthening of the Mukusalas street promenade and the construction of accompanying infrastructure amounted to about 20 million euros excluding VAT. 85% of the expenses are covered by a loan from the State Treasury, and 15% by the Riga City Council's funds.
Just three months after the completion of the work, in March 2026, a defect appeared on the constructed promenade — crumbling concrete. A five-year warranty applies to the Mukusalas promenade, so the contractor is obliged to rectify the defects.
For technical reasons, the originally planned 2.5-meter-wide pedestrian and bicycle bridge under the Stone Bridge, which was supposed to run parallel to the Daugava and connect both parts of the promenade, was not built. The unsuccessful construction of the Rail Baltica railway project also made adjustments. This section will be arranged during the reconstruction of the Stone Bridge.
Residents inquired whether the second side of Mukusalas street — the sidewalks — would be restored. The municipality responded affirmatively: the preparation of tender documentation for the restoration of the sidewalks on the other side of the street has already begun.
