Riga Prepares for Influx of Homeless Residents Freezing on the Streets

In connection with the approaching frost, Riga's shelters are preparing to accept more homeless individuals, the Riga City Council reported.

Since the beginning of January, an average of 562 people have used the services of shelters daily. The total number of places in shelters and night shelters is 655. Currently, the overall occupancy rate reaches 86% of the available capacity.

During cold weather, the demand for shelter services traditionally increases; however, local authorities assert that they will ensure a sufficient number of places so that help can be provided to everyone in need.

More people are accommodated in shelters located closer to the city center, while facilities outside the center have available spaces.

In the fall, the operating hours of Riga's shelters and night shelters were extended. From October 1 to October 31, shelters were open from 6:00 PM to 8:00 AM, from November 1 to March 1 — from 5:00 PM to 9:00 AM, and from March 2 to April 30, shelters will operate from 6:00 PM to 8:00 AM.

If, according to the Latvian Environment, Geology and Meteorology Centre, the outdoor temperature at 8:00 AM drops below -10 degrees or below 0 degrees but with wind speeds exceeding 10 meters per second, shelters operate around the clock. This regulation is in effect from October to April.

In adverse weather conditions, hot meals and other services will be provided.
