In Latvia, the first Sunday of December is dedicated to the memory of the victims of genocide organized by the totalitarian communist regime against the Latvian people.

This year, it is December 7, when state flags should be displayed on houses in mourning decoration.

Mourning decoration implies that a black ribbon is attached to the flagpole above the flag, with a width corresponding to 1/20 of the flag's width and a length equal to the width of the flag.

On November 18, 2009, the "Law on the National Flag of Latvia" came into force, which stipulates that the national flag of Latvia is used in cases established by the Law and other regulatory acts with due respect. It is prohibited to use damaged, faded, dirty, or otherwise non-compliant flags as per the Law.

The national flag must be raised no later than 09:00 and lowered no earlier than 21:00.
