€13.7 million reallocated for the reconstruction of the oncology center in Gailezers

In order to ensure funding for the first phase of the reconstruction of the inpatient facility of the Riga East Clinical University Hospital - "Latvian Oncology Center" (LOC) - the government on Wednesday made changes to the rules for implementing healthcare initiatives under the EU Cohesion Policy program for 2021-2027.

The funding for the first phase of the "Development of Healthcare Institutions Infrastructure" project has been increased by €13,744,171, which has been reallocated in favor of the LOC from port infrastructure and primary healthcare projects.

Thus, the total funding for the first phase of the reconstruction amounts to €128,681,527, of which €109,379,296 comes from the European Regional Development Fund (ERDF), and €19,302,231 is national funding.

Additional funding for the first phase of the LOC reconstruction will be provided through the reallocation of €1.2 million from the surplus generated after the first phase of the "Strengthening the Role of Primary Healthcare in Infrastructure Development" initiative, and €12,544,171 originally intended for the Ministry of Transport project "Development of Public Infrastructure of Major Ports".

Moreover, funding reserved for the first phase of the same initiative for the construction of the infectious diseases and lung health hospital building (LIC) in the amount of €7.093 million will be used for the reconstruction of the LOC, as the construction of the LIC is planned to be financed through savings from the health recovery fund.

The Ministry of Health's report states that approximately €81.256 million will be required for the complete reconstruction of the LOC building.

The available funding currently allows for the start of only the first phase - the reconstruction of the operating block, intensive care unit, and related infrastructure, while the updating of the remaining departments is planned for the second phase with the involvement of additional funds.

The total costs for the first phase amount to €25,907,009, of which €20,837,361 will be financed through the first phase of the "Development of Healthcare Institutions Infrastructure" project. This amount includes €11,682,545 from the ERDF and €2,061,626 of national funding.

It was previously reported that the reconstruction of the LOC building will be carried out in two consecutive phases with gradual modernization of the infrastructure and improvement of the healthcare environment.

The first phase plans to reconstruct the operating block, intensive care unit, and related infrastructure, while the second phase will restore the remaining departments of the center. The estimated costs for the second phase are €48.35 million.

The total necessary funding for the complete reconstruction of the center with equipment amounts to €81.26 million, of which €69.19 million is allocated for construction works and related expenses, including construction supervision, author supervision, design, and other related costs.
