The Ministry of Health is requesting 54,136 euros from the state budget program "Funds for Unforeseen Cases" to cover expenses for emergency medical care and other healthcare services for asylum seekers from July 1 to September 30 of this year, according to a draft order prepared by the ministry.
Funds are needed to compensate the expenses of the National Health Service (Nacionālais veselības dienests - NVD) and the Emergency Medical Service (Neatliekamās medicīniskās palīdzības dienests - NMPD) incurred while providing emergency medical care, as well as for primary, secondary, and outpatient medical care for individuals in need of international protection and placed in Latvia.
Of the total amount, 42,399 euros are allocated for NVD — to cover the expenses of medical institutions for providing secondary and outpatient medical care to asylum seekers during the specified period. Another 11,737 euros are planned to be directed to NMPD to compensate the service's costs for emergency medical calls.
During this period, NMPD responded to 59 calls to asylum seekers, including 43 to the asylum seeker center "Mucenieki" (Ropaži Municipality), 12 to the center "Liepnas" (Alūksne Municipality), and 4 calls to the detention center for foreigners in Daugavpils.
The cost of one emergency medical service call is 198.93 euros.
Asylum seekers are provided not only with emergency assistance but also with primary, secondary, and outpatient medical care, and these services are paid for based on actual expenses. The ministry notes that such funding is not planned in advance in the budget, as the number of asylum seekers and the need for medical assistance cannot be predicted — this is influenced by the geopolitical situation in the world.
