The incident was captured by surveillance cameras: the footage shows a dog running down the street with a bag in its mouth, after which it drops it on the roadside. These clips were published by the police with an ironic caption stating that resourcefulness cannot justify rudeness.
The municipality emphasized that the nature of the actions left no doubt — the animal acted not by chance, but through prior training. According to the authorities, such practice simultaneously violates established norms, harms the cleanliness of the city, and uses the pet for dubious purposes.
