Yes, but not constantly.
Some species of fish have different ways of moving. Many fish are capable of moving along the bottom: sea roosters use the rays of their pectoral fins, while shallow-water anglerfish use their pectoral fins, which resemble fingered limbs. Some fish can also move on land, crawling like snakes or propping themselves up on their fins.
The mudskipper can jump on its pectoral fins and climb to small heights on the trunks of mangrove trees. At the same time, rays, flounders, and some anglerfish can remain motionless on the bottom for extended periods. Nevertheless, all these fish retain the ability to swim and use it from time to time.
