In the Kuldiga region and Riga, two traffic accidents have been registered in recent days, where the perpetrators were driving vehicles under the influence of alcohol.

A woman involved in the accident was found to have a blood alcohol level of 3.38 promille, while a man had a level of 2.48 promille. At the scene, it was established that minor children were present in both vehicles. In the Kuldiga region, the child was injured and was not transported in an age- and weight-appropriate car seat. The State Police initiated criminal and administrative proceedings regarding the incidents.

Details

The day before yesterday, on April 27 at around 20:00, the State Police received information that in the Kuldiga region, in the Pādurē parish, in the settlement of Pādurē, a woman under the influence of alcohol had veered off the road and crashed into a tree near one of the private properties.

Arriving at the scene, officers from the Northern Kurzeme division of the Kurzeme regional police conducted an alcohol test, establishing that the driver had a blood alcohol level of 3.38 promille. Her three-year-old son was in the vehicle, who was injured in the accident, emotionally distressed, crying, and unable to calm down. The boy had a visible bruise on his forehead, and the emergency medical service decided to take him to a medical facility for examination, asking for a child seat to be provided for transportation.

Upon checking the vehicle, the police found that the child seat was absent, meaning the child was being transported in violation of traffic law requirements.

Considering that the woman was in a state of severe alcohol intoxication and could not fulfill her duties of caring for the child, the child's father arrived at the scene. However, he was also clearly intoxicated, showed no interest in the child's condition, and behaved aggressively, demanding the return of the damaged vehicle. He refused to undergo an alcohol test.

The police requested the contact information of a relative who could take care of the child. Initially, the man refused, but later provided his sister's phone number. The police contacted her, and she agreed to come to the medical facility and take care of her nephew.

A criminal case has been initiated against the woman for driving a vehicle under the influence of alcohol. Administrative proceedings have also been started for failing to fulfill parental duties and for transporting a child without an appropriate car seat. An administrative process has also been initiated against the child's father for failing to fulfill parental duties.

The Orphan's Court has been notified of the incident. According to the Child Protection Law, a warning or a fine of up to 210 euros may be imposed for failing to fulfill parental duties. The amount of the fine will be determined by the municipal administrative commission.

A similar incident occurred yesterday, April 28, in the afternoon in Riga, in the Imanta neighborhood, where after a collision between a Volkswagen and an Audi, police established that the driver of the Volkswagen had a blood alcohol level of 2.48 promille, and a four-year-old child was present in the vehicle. No one was injured in the accident. After the incident, the child's mother arrived at the scene, who was also in a state of severe alcohol intoxication, so the child was handed over to the grandmother. The driver was detained and placed in temporary detention, and a criminal case was initiated for driving under the influence. Administrative proceedings have also been started for failing to fulfill parental duties.

The police emphasize that one of the most important responsibilities of parents is to care for the life and safety of their children.
