Latvian Actor-Lawyer Sues the Latvian State

Actor and former insolvency administrator Andris Daugavins has filed a lawsuit against the state with the European Court of Human Rights, reports TV3.

Daugavins considers the demand to return the remuneration received for seven years of work in the insolvency process of the private currency exchange firm "Zeus" to be unjust.

After years of litigation, "Zeus" demanded in court that Daugavins repay the remuneration he had received for all previous years, and the court granted this demand.

Daugavins believes that an unfair provision has been introduced in the laws regarding insolvency administrators, who are public officials, as in cases of more or less serious violations, no one is required to return all the salary received throughout their entire period of work.

Having gone through all judicial instances, Daugavins appealed to the Constitutional Court, which refused to initiate the case.

Daugavins' lawyer, Lauris Liepa, states that over several years, his client received a total of 60,000 euros as remuneration. In his opinion, "Article 22 of the Insolvency Law provides for a rather simplified approach: if an administrator is removed, he must return the entire amount received."

LETA previously reported that Daugavins is accused of large-scale embezzlement and abuse of office, which led to serious consequences. The Riga City Court plans to continue hearing this criminal case in April.

The Prosecutor's Office emphasized that insolvency administrators are public officials entrusted with special responsibility for the debtor's assets.

Using the powers of an administrator for selfish purposes is unacceptable.

Daugavins became widely known for his role as Haria Kuharenok in the 2018 Latvian crime comedy "The Fund of Criminal Perfection."
