Strange: No Evidence of Moscow«s Involvement in the Collapse of Latvia»s State Portals

Currently, the gathered information does not indicate that Russia was the main initiator of the DDoS attack on state and municipal websites that occurred on Thursday, stated Varis Teivans, deputy head of the IT incident prevention institute Cert.lv, on Friday.

“Neither in monitoring various communication channels of the attackers nor in other sources of information were there any signs of planning such an attack specifically in this environment,” noted Teivans after a meeting with Prime Minister Evika Silina. According to him, it would be premature to speculate about Russia's involvement at this time.

Teivans emphasized that yesterday's attack was notable for achieving an effect that lasted about an hour. An investigation is currently being conducted in collaboration with the Latvian Radio and Television Center, and conclusions about the causes of the incident are expected in about a week.

The parties agreed during today's meeting with Silina that the conclusions should be presented within a week. The Prime Minister is also expecting a written report from the Ministry of Smart Governance and Regional Development.

Silina emphasized that the methods of the attack indicate that no data could have been stolen, and the attack was not aimed at that. She noted that such attacks occur regularly abroad, while in Latvia, people are accustomed to problems being resolved quickly. Therefore, the Prime Minister added, it is necessary to find out why something did not work this time.

As reported by bb.lv, on Thursday morning, the internet pages of Latvian state and municipal institutions were subjected to a large-scale DDoS attack. For example, the State Revenue Service website vid.gov.lv, the portal Latvija.lv, the Cabinet of Ministers website mk.gov.lv, the websites of ministries, municipalities, and other state structures experienced disruptions. Users also could not access the eParaksts.lv website.

According to information from LVRTC, the attack had a very wide geographical reach — it originated from IP addresses in Vietnam, Korea, the USA, India, Taiwan, Russia, Belarus, as well as the Baltic states.
